What's the difference between the User Greeting and the Set Connect Prompt?

In my head the User Greeting and the Set Connect Prompt settings are almost the same thing. I'm trying to figure out in my head when one would be used over the other. Can someone chime in with the nuances between these two settings and perhaps an example when they'd use one over the other? I'm just having trouble wrapping my head around these options. Thanks!
