Ringout Api's didnt make the call

I added a button to call some user and using you ringout API i am getting response ok and session id also but call didnt make .i added one number in the to section but no cal was made on it.

I'm having the same issue - if I create the http request string and paste into browser and hit enter - it makes the call - if I try to integrate into an application using c# and a cookie aware webclient object - i get back an OK and call and session ID - but call is never made.  Anyone have any light to shed on this issue?  RingCentral tech support?
