How do I customize my cover page for faxes?

I would like to be able to set up every fax cover page to contain a certain rather lengthy confidentiality message - so that I don't have type it (or remember to paste it in) every time a send a fax. Just saying "confidential" on the cover page is not enough for my industry.

Please allow me to free text a message on my customized cover page!
