Advanced Rules: Allow to be renamed

I'd like to be able to change the name of an advanced rule as opposed to deleting it and starting over with the new desired name.

Is there an ETA on this being implemented.  I see this idea is more than a year old and it is not tagged with Under Consideration.

I can't imagine why this rule hasn't been implemented yet. Such a basic function and would save so much time.
