How does RingCentral know that my mobile phone is in use?

Assuming I'm on the phone with my mother... and a business call comes into RC... and RC has been instructed to forward all calls to my cellphone... and I'm not using VOIP... how does RC know I'm on the phone already so they can put that new caller on hold?

And a follow-up to that question... how does RC know I've hung up from my call with my mother, and that they can now send that on-hold caller to my cellphone? (Again, I'm not using VOIP. I'm just using the normal cellular voice service.)
