How do I send a fax without a cover page?

How do I send a fax WITHOUT a cover sheet? The instructions say, "If you want to include a cover page, simply enter the text in the email's subject field. Leave this field empty if a cover page is not needed." I ALWAYS leave the subject field empty, but a cover sheet is always sent anyway.
