Can we setup the smartphone mobile app to default our RingOut Caller ID without having to use the softphone or web account?

Hi there, Can we setup a mobil phone to default our RingOut Caller ID as 0845 528 1098 every time we make a ringout call to customer without having to use Call-Controller or RingCentral website? Is there any charge for the RingOut ? ie: 0.?/minute? How we can check the summary on inbound and outbound calls charges? Thanks, Low
