How do I forward a call based on user choice/selection to a specific extension?

Based on the callers selection, how do I forward a call to the users choice? Eg If the message is 'press 2 to reach our director' ... how do I then foward the call to another non-ring central number? ... and does the answer include creating a department? If so, how do I create a department?
