Fax resolution help needed!

When I receive a fax it is being imported as a .tiff with 204 x 98 pixels or as 204 x 196 pixels. There really seems no rhyme or reason why the resolution changes even when the sender is the same. Any advice on how I can get a consistent resolution of 204 x 196
