Is there a way for users to create their own outgoing message from their phone

I know this must be possible and even easy, but I can't find anything on it. We have just setup our system and there are 6 users. Everyone should have their own voicemail and their own outgoing message. I can see how I can set that up from the admin dashboard, but I don't see how users can do it from their phone. Is there an easy way? Or is there a separate dashboard for users?
