Adding International number to call forwarding

I need to add an international number (Netherlands) to my call forwarding list. Will this effect my billing cycle?

Yes, you will be charged the per minute charge for each call there.

That does help, thank you! Out of curiosity though, will I be charged only if he answers? Because when our support line rings, everyone's phones ring at the same time. Thank you
