Cannot call Spain

I'm calling Spain, the phone number starts with 346. It's available in the International calling settings, but for some reason when I call the number I get a message: "Your call cannot be completed due to insufficient calling credits in your account".
I can call other countries though. What is the reason of the issue?

Hello Elena, in order to make international calls you need to have calling credits available.  Please review this article.  It should help you correct the issue.
