Numbers starting 03

Why are we now being charged 8p per minute for dialling numbers beginning with 03 when by law they should be the same as 01 and 02 numbers.

From internet - What are 03 numbers? Many businesses, public services and other organisations use '03' numbers. They are commonly used for national helplines or customer service and enquiry centres. All '03 numbers' work in the same way and calls to them are charged at the same rate as calls to regular local or national landlines. The following features apply to all numbers starting with 03: By law, must be charged at the same rate as normal '01' or '02' landlines Included in calling packages on the same terms as normal landlines Cannot generate money for the call recipient Are not associated with any particular location Offer the same advanced call management features as 08 numbers 03 number types
