How can I eliminate some phones from calling internationally?

We want to block certain phones from making international calls
international callinguser permissions

Login as the Admin extension  101 usually

Select users
then you will see towards the bottom, Extension permission for users

In there is where you could select the International options

All in extension permissions.  this is where you turn on and off International calling
