question

I'm taking a picture of a document on my Samsung GAlaxy S4 and attaching the JPG to the fax and sending to a physical fax machine and no matter how bright I make the picture the fax coming out of the fax machine is very dark and difficult to read.  Is there a problem with JPG's or is there another way to make the fax more readable?
