How to setup the next incoming call forward to the next receiver no matter the status of current one

You have to explain what you would like to do better than this.  From what you have posted here I do now know what the problem is or what you are trying to solve

I want : (assume total 3 sales person )
first incoming call forward to sales person1
second incoming call forward to sales person2 ( no matter sales person1 is still on phone or not )
third incoming call forward to sales person3 ( no matter sales person1/2 is still on phone or not )
fourth incoming call forward to sales person1  ( no matter sales person1/2/3 is still on phone or not )

I do not want the transfer is due to busy signal, but just forward physically in sequence

I may not be fully understanding your question either, but, it sounds like you are wanting to do a round robin style sequence, which is popular with some sales groups. This is usually done so that each sales person gets an equal number of opportunities.  Is this what you are trying to do? If so the system isn't really designed to do that.
