When a call is create with Ringout API, how to detect whether the call is connected to voicemail or user picked-up the call.

Can you further explain your question or what the problem is. Assuming you are the caller, you would generally just listed for a live person or an answering maching/recording.

When I call a user, using Ringcentral Rest API ( Ringout ), how can I know whether Human responded to my call or an Answering Machine.

Sorry if I'm missing something here, or not understanding you, but if you are using RingOut then of course you would be initiating the phone call.  When a human, or machine answers the call, you would just listed to see which one it is? There's not any sort of feature to tell you which one it is.

Is RC providing service for "Human vs. Answering Machine Detection" like others, for Ex: twilio - http://www.twilio.com/docs/api/rest/making-calls - "it can detect if an answering machine has answered a call" - parameter used is "IfMachine".
I'm seeing for an automated detection. 
If machine answers the call, I could like to send an recorded voicemail to the user.
So, how can I send the voicemail to the user using Rest API(Is there any API to perform this) if machine answers my call.
Is that possible with Ringcentral..?

Sorry, we don't have such a service, it's not possible.
