Billing: fax only account - will I be charged for voice calls?

i am getting many voice calls (telemarketing? ) to incoming fax number. am i billed for those? they are not faxes, just dead air recordings.  you must have given me a number that was active beforehand and is on many junk mailing lists.

If it's set to "fax only" then you shouldn't get billed as the caller would just hear that annoying dial/fax tone and it won't answer.
