Hello- I have two quick questions: 1. Do I put a 1 in front of area code and 2. I fax in bubble fill in tests to a service that scores them, traditional faxes are fine, will an e fax also work?

You don't need to use a "1" when entering the number. Also, there's not reason that sending an e-fax with the RC service should not work. The quality is generally very good so I would be surprised if there is a problem.
