Desktop App: Window takes precedence and the user can no longer type.

Go to settings, the gear icon at the bottom, right In the General options move the swith On top of the other windows OFF

Is this the setting you are referring to? 

Go to Settings > General and turn on/off the "On top of other windows" switch.
