Cannot call network error!

When I did not have a data plan I was able to place phone calls using the Wi-Fi network.
Now, I turned off the data plan, the iPhone is connected to the Wi-Fi network, but I can't place a call. Initially I got error message, "Can't place a call, instead use Call Out through your provider."
When I  tried again to make a phone call, I get error message "Cannot place the call since there is no connection to server. Please try again later." But how long will I need to wait?

Hi Albert as long as you have a good wifi connection you should be able to make calls.  There are few things to check.

1. Go to the VOiP calling settings on the mobile app and make sure the 1st switch is turned on like shown below.

2. Also make sure you are logging in with your direct number instead of the main company number plus an extension.

Let us know if you still have problems.
