Desktop App: adding softphone to account

I have a user who has an extension. He doesn't have a softphone attached to his account. Is there a way to add softphones to the account so that I can assign one to him?

Select the User > Phones & Numbers > Add phone...then scroll all the way to the bottom to "RingCentral for Desktop" 

If the user already has a Digital Line on their extension, then they just need to download (tools > desktop apps) it and login.

I looked at that, but it immediately asks if I want a domestic or international number, and doesn't give me a choice for a softphone. I don't need a direct line number, the user only needs an extension (which he has) and a softphone assigned to him, which he doesn't have.

In order for him to have the desktop app assigned to his extension directly, he'll need a phone number.

Hmm, we have a number of users who have a softphone with an extension but no direct number. Is it not possible just to add a softphone to his extension without purchasing a number?

Has the user tried to download the app and login with the main number + his extension?

Yes, they are able to login, but are unable to place or receive calls.

If there is no Digital Line on the extension, RingOut will be the only option for placing outbound calls.
