Do calls forwarded to cell phone NOT using RCApp get charged international minutes if cell phone is out of the country?

We have a user that wants calls forwarded to his personal cell phone.  He does not use the RCApp on his phone, nor does he want to.   This phone was purchased overseas and the account is international.   If he forwards calls to this cell phone while he is overseas,  does the  call use RC international minutes for the call or is it all charged based on the cell account at that point?  Does RC "hand off" the call when setup as a mobile number in his extension?

Example: U.S. Account

If a user has their extension forwarded to their personal cell phone, which is a Mexico base cell, then yes the call is forwarded to their cell phone carrier and there will be an international charge to the account. 

If he answers the call via the RingCentral cell phone app over wifi then there will not be an international charge.
