Hello, Mike, a friend is having issues with calls originating from this number 6469304070 and it seems this number belongs to RCLEC. His exact comments are:

Any telecom friends know of a way to track down an entity by one of the phone numbers they use? The party is preying on businesses under the guise that "they are Google" and can help them achieve top rankings.

Caller ID is no guarantee of actual call origination.  It is trivial to spoof and unfortunately done often.

I suppose RC could open a case to investigate if this is actually one of their users and they are committing fraud, but you can also report abuse to the FCC.  Just understand, there is no way to know from the caller ID if the call actually came from a RingCentral user.   Perhaps Google would want to know about someone falsely representing as them though..

Here is a bit about it and a link your friend can file a complaint through:  https://consumercomplaints.fcc.gov/hc/en-us/articles/202654304
