Troubleshooting international faxes

I am a US based Ring Central customer. I have been trying to send an outbound international fax to Iran. I tried multiple times to send the fax but it failed. I initially dialed "+011" (to connect international) then "98" (Iran country code) then "21" (to designate City in Iran) followed by the 8 digit fax number. The fax keeps failing to be delivered (and I also made sure to enable international faxes previously). So the full number to send the outboard fax to Iran looks the following "+011 98 21 XXXX XXXX". Can anyone advise on exactly what is wrong or what numbers are missing for this international fax to Iran to be successfully delivered?

I have set this conversation to private so that I can post the log image.  I was able to pull up the fax log and you have "no answer" and "wrong number".
