Desktop App: Outlook contacts folder?

I have the RC desktop app v. 8.2.1.  I am using Outlook 2016 with Exchange Server 2013.

In the RC Desktop settings I have " View Outlook contacts" turned on and below that it has a list of folders from which it should be able to pull contact information.  

One of those folders is a public folder containing our master list of business contacts.  I have that folder selected, but the desktop app is not pulling any contact information from that folder.  

Has anybody else ran across this issue before and found a fix?

Public Folders reside on the Exchange Server.  Public folders contain files of things like Contacts and Calendars.   Each user has certain permission levels for public folders that allow them view or make changes to the content of those folders.  As the system admin I am the "Owner" of those files and folders, so I have the highest possible permission level.

The RC desktop app recognizes these public folders and contact files exists and will allow me to select them.  It just isn't pulling in the information from them.
