Phone rings with fax

In my US account, users are reporting that occasionally when a fax is coming to them, their desk phones ring once or twice. What could be causing this and how can this be fixed?

A lot of times it's the result of the sending machine with respect to the delay in acknowledging the handshake.  That's the most common reason, but quite frankly, there could be several reasons.  Mostly based on the type of fax machine; i.e., all-in-one machines, PC faxing, fax server, etc.
