users with/without phone difference

I need to enter new users (extensions)-all will be using their existing cell phones (with app). Should I do "add without phone" or "with phone"?  If I do "without phone"-will it limit user in any way? (outgoing calls etc)

Yes, add without phone.  As for limitations, they won't have a direct number so will need to be reached via auto attendant or manual transfer.  Also outbound calls will use cell minutes, but I think inbound can still be voip is desired.
