Can't answer calls on iPhone app

App rings and I swipe to answer. It appears I do answer but the phone still rings on caller end and they can leave a message but it doesn't answer on my end. Why?

On Wifi or cellular data or both? And are you running the latest version where the call comes in like a regular call? I could imagine a network issue via wifi could cause that, but would expect it to work via cellular data.
