VOIP calling

Are all cities in Saudi Arabia prohibits VOIP calling? One of the customers claimed that the Iphone that his son is using can call from the VOIP within the city of Dhahran Saudi Arabia, they are using a Saudi telekom and the only option he us is VPN in which the customer wants to use the VOIP calling from his Samsung edge
