Is there a way when we dial out to have our number show up as a local number to her person we are calling?

Depends on if using phone, PC App, Mobile APP, or portal.

I know of no way that RingCentral, as a service, can do that. Essentially that would be spoofing the number. Then when the person might want to call you back on that"local number" they wouldn't be able to connect. The only way I can imagine that this could be done would be to purchase a local number for that location from RingCentral. Unfortunately if you are thinking more global than that (i.e., calling to anywhere in the U.S.) that approach wouldn't work.

I just got confirmation that yes, this can be done if the number is in your account. You may want to reach out to your account manger to discuss this in more detail though. 
If the customer has the # they can select from #'s they have on the account. No automation or ability to automatically show a NPA-NXX of the # your dialing. No Spoofing ability.
