Softphone App will not open Windows 10 64-bit

I am a new ringcentral customer and haven't been able to get the desktop application to launch.  I have reinstalled multiple times, deleted the appdata folders, cleaned the registry, updated java... everything I could possibly think of but I still get this error every time:
