Possible API Solution...
We have a requirement at our firm.  We are required to notify every inbound caller of the fact that the information gathered during the conversation could be used in a legal proceeding.  We originally had the message play during the company greeting for all inbounds calls.  The issue comes in when some inbound callers, who are familiar with the greeting, bypass the greeting by hitting the hash key.  To prevent bypasisng the greeting, we auto-record all inbound conversations on our main numbers - which will always play that greeting without the ability to cancel it.  Problem is - not all calls can and should be legally recorded.  We do need to make sure inbound callers hear the greeting play uninterrupted.for all lines every time.

Is anyone aware of a way to accomplish this without having to record the call?  Any ideas would be welcome.  Thanks very much!

you could put the disclaimer in your call queues' and/or users' connecting message, that way even when they bypass the menu, they will hear it before connecting to anyone.

That should've been an awesome idea.  I just tried it, and I am also able to hit the hash key to bypass the Connecting Message to dump calls into voicemail.  
Thanks for your suggestion.  I will keep exploring.  Maybe I can devise some sort of App that would prevent using that hash key during the connecting message.  

I think we're getting lots closer!
