Opt-in and Opt-out Voicemail notification for User details update

A high level description of the product or feature being requested- would be best if there will be an option to Opt-in or Opt-out for Voicemail notification for any update in User details (Password change, PIN , Security question etc.)
A typical use case scenario explaining how your business would use the feature- Currently, whenever an admin or someone make changes on their User information they keep getting voicemail notification aside from the email notification
Benefit of such feature- It is very much appreciated that we consider Account Security about letting customer notified of the changes made, however there were accounts/Users that prefer to Opt-out receiving voicemail notifications
