Feature Request: Allow End-User Ability to Disable Call Recording

With On-Demand Call Recording, our users have the ability to start/stop call recordings with a key press (*9) but there is no such option for the end-user (customer). We've been looking into restricting call recordings by state, and would love to be able to give the customer the option to not record the call.
i.e. We call a user, a prompt plays and the customer has the option to disable call recording before the call starts by pressing a key.

Different states have different laws about whether calls can be recorded without notifying the customer. There's no option to restrict recordings by zip code/state, so we were hoping to at least give the customer the option. Relying on our users to start/stop recordings leaves us vulnerable.
