Can users use the mobile app to call their customers?

We all use our smartphones when out of the office to show the office number is dialing. When downloading the app you have to enter your number and password. We do not want to give all employees the admin password. Is there a way to set up an employee's smartphone so they do not have to use the admin password and the number they use to dial is an extension number instead of our main number?
