RingCentral Overloaded? Ping times dont lie

So i am troubleshooting horrible call quality on my lines, and i am seeing ping times in excess of 700ms. Most pings are coming back with about 140-160ms, and i can hold a "low bandwith" conversation with this, but the "sweetspot" timeframes for ping times and SIP are <150ms. I am pinging the san mateo data center SIP server 199.255120.146. from addresses in Los Angeles. (400miles) So ping times should be in the 10-20ms 

i get 40ms pings to other servers in the san mateo area. (same network and PC on my side)

my conclusion: Ring Central needs to up their ISP bandwidth, increase the throughput through the firewall, and help us all stay sane.
