Service Web: Error "109. We are sorry. Your request cannot be completed at this time"

I have a U.S. account.  When I click on the billing tab I get the following error message "109. We are sorry. Your request cannot be completed at this time.

Please try again later."

Any ideas on how to fix this?

I experienced the issue yesterday while using Microsoft Edge. I don't have this issue using Chrome, Firefox or IE. The error occurred for me after logging in and clicking a user's name to view their account. I didn't try the Billing tab before resolving. It was resolved by deleting the cache and reopening the browser.
