Can find the needed cities in [ Internaional Calling ] Allow option

I want to Allow International Calling for below cities ,But can't find the below mentioned city in the Allow option

Ca,Pasadena      Zip code - 91104-2888
Segundo, PR    zip code -00716-3520


The numbers starts with
7147******
7875******


Please help me to find this

CA, Pasadena is in the US and can be called automatically
Puerto Rico (+1787) can be added under the International Calling settings.
